Statement of Performance Expectation including Financial Performance 2021/22

Tairāwhiti District Health Board (DHB) trading as Hauora Tairāwhiti is one of 20 DHBs established under the New Zealand Public Health and Disability Act in 2001. Each DHB is categorised as a Crown Agent under the Crown Entities Act and is accountable to the Minister of Health for the funding and provision of public health and disability services for their resident populations.

This document is the DHB’s Statement of Performance Expectations which has been prepared to meet the requirements of the New Zealand Public Health and Disability Act, Crown Entities Act, Public Finance Act, and the expectations of the Minister of Health.

Linking with our Statement of Intent and Annual Plan, the Statement of Performance Expectations describes actions we will take to deliver on national priorities and expectations in the coming year, the standards and targets we expect to meet and our includes our projected financial position.

The Statement of Performance Expectation is presented to Parliament and used at the end of the year to compare planned and actual performance. Audited results are presented in our Annual Report.

Statement of Intent 

Extension to the date DHBs are required to finalise and publish 2020-21 Statements of Intent 

Legislation passed on 30 April 2020 allowed Ministers to extend the time for meeting planning requirements that apply under the Crown Entities Act 2004 by up to three months due to the impacts of Covid-19. The relevant extension will be repealed on 1 October 2020.

The Minister of Health has agreed to extend the timeline for finalising and publishing District Health Board 2020/21 Statement of Performance Expectation (SPE) to 15 August 2020.  The reason the extension has been granted is to reflect the revised timelines agreed for finalising 2020/21 DHB annual plans due to COVID-19 impacts, and to ensure quality SPE documents are produced that align with DHB annual plans and appropriately reflect COVID-19 recovery.

The legislation requires DHBs to publish a notice of the extension on their website, and the Minister’s reasons for granting it. This notice gives effect to the requirement for Hauora Tairāwhiti (Tairāwhiti DHB).

 A statement of this notice and the reasons for granting it will also be included in the Hauora Tairāwhiti Annual Report.
